Heavy = fat sound · Light = thin sound

Tafkheem = raising the back of the tongue and filling the mouth with the echo of the letter (heavy / fat sound). Tarqeeq = lowering the back of the tongue (light / thin sound). The letter ر can be either, depending on its situation.
